Bureau of Indian Standards (BIS) - Certifications

In order to protect its consumers from sub-standard goods which are entering into the Indian Market, the Government of India has prescribed a list of various goods that are mandatorily required to be certified as per Indian Standards (IS) issued by Bureau of Indian Standards (BIS) – the administration body.

The presence of BIS Standard Mark on a product is assurance of conformity of the product to the requirements of Indian Standard specifications. BIS Certification is a means for providing third party guarantee of quality, safety and reliability of products to the customer.

Different type of procedures and Schemes have been notified by the BIS authorities for obtaining registration / Certification under the BIS Laws and Regulations by the domestic manufactures and foreign manufacturers for notified products.

All the goods and products against which mandatory certification is required cannot be sold in the Indian market without obtaining the BIS certification by the manufacturers of the said products.

BIS Certification in case of Foreign Manufacturers - Foreign Manufacturer Certification Scheme (FMCS)
  • In case of manufacturers located outside India i.e., foreign manufactures, the goods cannot be exported to India by them unless they obtain the BIS certification for their products to be sold in the Indian market and the products are marked with specified markings.
  • The certification under BIS for foreign manufacturers are principally under two main schemes viz.:
    • Scheme I – ISI Marking Scheme where factory inspection is mandatory by BIS appointed officials. For certifying the Foreign Manufacturers, BIS authorities ensure that the manufacturing facility is well equipped with the manufacturing and testing equipment as per the specifications of the Indian Standards and the same is verified by the BIS official during their mandatory inspection / audit visit to the manufacturing facility.
    • Scheme II – Registration Scheme based on self-assessment. Under this scheme samples of the products are required to be tested by BIS approved laboratories in India and thereafter, the certification is granted. There is no visits or inspections by BIS officials. This scheme is applicable to notified products such as electronics and IT goods, specified chemicals.
BIS Certification in case of Domestic Manufacturers – Simplified Registration Scheme

In case of domestic manufacturers, the BIS certification can be obtained by merely providing the requisite documentation and Test Reports of product samples issued by BIS approved laboratories. BIS officials also visit the manufacturing premise for assessment of the manufacturing infrastructure, production process, quality control and testing capabilities.

Jeweller’s Registration under Hallmarking Scheme – Gold

Any establishment selling articles of Gold (gold jewellery or artefacts) in Indian market is required to mandatorily obtain Jeweller’s Registration as per the BIS (Hallmarking) Regulations, 2018. Besides, the gold jewellery is to be hallmarked by a BIS certified Assaying and Hallmarking Centre.

Laboratory Recognition Scheme (LRS)

Any third party laboratory (foreign as well as domestic) can apply for recognition as a BIS recognised laboratory as per the provisions of the Laboratory Recognition Scheme, 2020. The said facility will need to establish the presence of all requisite testing equipment required for specified Indian Standards along with complete knowledge of conducting the required tests as specified under the relevant Indian Standards and respective Product Manual.
